You need to up your voltage to 24S, or 90V to meet you speed goal, and order a controller that is compatible.
 
The battery and controller that leafbike sells is inadequate to properly drive the motor, and i strongly recommend against purchasing them.
You will hit almost 40mph on a 26" wheel with the default 4T winding on 48v.
With a 5T, you are at more like 33mph on 48v, so this opens up the possibility to use higher voltage 18650 batteries instead of lipo, etc to achieve the speeds you're looking to travel.

The 5T leafbike motor is modeled on the ebikes.ca motor simulator, so you can test before you build that way.
