Kingpan KP 600E 75L Charger broken. Need help

Hello all, i hope i can find help here saving this 200$ Brandname charger that lasted only a year.

Both nice pointers. The charger is very similiar to the ones diagrammed and shown.

The charger development is as follows:

1. Charger started to make high pitched noises and ran on on half power (660W at full)
2. Charger didnt charge anymore. Output voltage not raising to 70 voltas anymore. Starts at ~38V and go to 60Volts but totally unstable. Noises are changing constantly.

After reading the first linked post i measured the voltage after the second, low voltage, rectifier (the diodes) and found it rather erratic and logged it with an Oscilloscope. (Bitscope DSO file ) . its not showing two nice half waves rectified. Rather the second half wave is really shitty. I dont know where to go now. Only thing i could do is starting to replace components blindly. The c4060 power NPN transistors for example.
