Possway T3 battery charger ??? Wont charge beeps randomly

Battery won't charge light blinks red and beeps randomly took it apart and seen this can somebody help figuring out what the issue is or if this was the problem and where to get a replacement to repair please and thank you I red circled where it was originally

You can get hurt by trying to fix that.

If it is fixable? Sure by a proffesional but even they would say get a new charger as the fixable rate is very low, or the repairability to my knowledge. The price for a new one is less than 50 and can be found for as low as around 20.
