Did you loosen the hex screw at the top of the fork tube when you tried adjusting the handlebar?I

If so, then you loosened the preload on the forks.

If that was the case then you just need to gently tighten the hex screw to readjust the preload. Not too tight or you will crush the bearings. Just enough to seat the forks nicely. Make sure the handlebar stem clamp screws are loosened first or it may interfere with your preload adjustment if it is positioned too high.

Then after the preload is set tighten up the handlebar stem screws.

There are plenty of YouTube videos on how to adjust the preload.
