TSDZ2 OSF - Motor works fine with throttle, and torque sensor works if I use throttle then pedal, but not sensing initial torque.

I'm wondering if anyone might have a clue about this. So I have an OSF TSDZ2 motor that has been nearly fully replaced due to burning out one fateful summer (new bare motor, new controller). So the motor works fine with throttle. However, the motor will not engage from pedaling, unless I first use the throttle. If I use the throttle and then start pedaling the motor engages normally. When I look under "technical" (SW102) I can see the ADC torque sensor variable increasing appropriately when I put weight/torque on the pedals while stopped, which is why I didn't think it was the torque sensor causing this, but logically I guess it can't be anything else.
I am wondering if anyone has encountered an issue like this or might know what the cause is? I'm about to just swap out the torque sensor but thought I would check first.
