Best way to narrow shorten tighten Drop Outs

My rear drop outs are 190mm. The rear hub motor axle is 170mm. What is the best way to shorten, tighten, narrow the rear drop outs 20mm? Im guessing to use washers are evenly tighten the axle nuts back and forth? Frame is steel so bringing it in an inch shouldnt be a problem right?
 
20mm is a lot of difference to take up. It should be fine, but there is a chance of causing some buckling at the chainstay/seatstay bridges or wishbones. So go easy and don't overcorrect and have to bend back.

The method Sheldon Brown describes is what I use in the bike shop.
Usually, I can do it with the bike in the service stand, and I have various frame alignment gauges and specialized bending tools. But all you really need is a measuring tape, a string, and a two-by-four.
