What is the narrowest option for 21" moto tires?

I've been shopping to insane degrees for tires myself, no expert though, and certainly not on 21" moto tires.

Feel free to ignore this bit if you understand aspect ratio to a crystal clear degree. It may also be worth understanding aspect ratio. Took me a while to figure it out. Here is the math for the tire you mentioned. 90/90 21 goes like 90*.9=81. 81*2=162. 162 = tire height in MM, you add that to the effective bead diameter or 21" in this case which is 533.4 totally 695.4mm inflated tire diameter or 27.378". http://www.csgnetwork.com/tiresizescalc.html Of course you can use this handy calculator as well. Aspect ratio is the percentage of the width (90% of the width in this case) times 2, added to EBD, just to sort of spell it out.

On the left hand bar of that site, and some sites like it, there are filters which will help you find the tires you seek, super useful. I'd start with selecting rim size (21). From there you probably want to select either an option that has 80 or 2.75 as the first number in tire size filters.

Truthfully, I don't think I grasp the tire width in mm converted to inches, 80mm = 3.15" mathematically, but 2.75" is claimed otherwise.

It says the 80/90-21 will be 3.15" wide, which won't work. And, that seems to be the narrowest option.
 
Might have to consider 19 x 1.6 moto rim. This 2.25-19 tire will work:

The search difficulty is made worse by the older, alternate naming of a 2.25-17 tire, which also measures to 21 x 2.25 outer diameter. You get several hits of a 17" rim because of this.
