Seems this "16" Mag Wheels with 350W motor" is a good candidate for modification.
The stock has an electronic speed limit to 32 km/h and has an motor size like an e-vespa.
With 48V or 60V NiMh or Li it could fly over 50 km/h easily!?

Just visited an ebike shop and found this little monster.
If I haven't got my present AL1020 I would give it as a try.
With 2.5 tire and mag wheel it could an fast goer of 50 km/h with 48V+ NiMh or Li bat.

Wieght. Don't know.
Just a guess. The frame is steel and seems guite robust but not refine. So the bike with motor would weight about 50lb and the battery would weight at least 30 lb.
Total say 80lb.

Pas is pedal assist ie. you pedal it helps you don't pedal it doesn't move.
Its a requirement for the european market their bikes are not meant to be able to run unless the pedals are turning.
Sounds like the bike has a normal throttle as well, alot off manufacturers add an "off-road" mode ie. throttle.
