3S BMS with Balance?

I need to know if those little 3S bms that go over the top of 3 cells (shaped like the cells with rounded edges) actually have balance as they claim by you experts looking at the pcb:

Well they do not state balance-start voltage nor max balance current.

But the three sets of ICs at the end there is what balancing circuits look like.

Won't cost you much to verify hands-on. . .

Yeah I asked the seller for balance current and he gave me the discharge amps.
They don't know what their selling so that's why I'm asking here.
