Converting scooter to recumbent and to electric streamliner

No luck, the engineer I called today stated every modification in the example I gave would need certification and that it could not be certified as safe.

Reasons stated for being unsafe;
1. The feet are up, how can you balance like that?
2. Motorcycles are not built like that.

He sounded doubtful about the concept of a feet forward motorcycle. Maybe it's too esoteric for Australia.

From this call I see a few courses of action.

-email a bunch of engineers and see if I get lucky.
-keep dreamin'

I'm jealous of what some Americans and British can build and get registered, this part of the world is a real nanny state.
 
These type endeavors should be approached like art.
Do it to satisfy your own personal needs and curiosity not to sell to others.

Undoubtedly there are custom car and motorcycle builders in your country that know the ins and outs for any license, registration and insurance needs.

The CAD doodle presented earlier in this thread ... the feet first human profile I started the doodle with ... matches a stock Harley Davidson with highway foot rests.
Seat height, hand position, foot position in that doodle are common configurations in the motorcycle world.
