Is a leisurely pedal cadence possible going 25 mph on an ebike?

You have to learn to pedal faster.
Skip the Schlumpf thing, fancy doesnt last, plus I am sure its expensive where you can just spend the money spent on that thing to a bigger wh battery. Surely 54T crank is doable, lose out on any hill climbing capabilities. Its all a balancing act.

The Schlumpf is crazy expensive, but it works great. It's not fancy in the sense of overdecorated or gaudy...

Re. the ratios on a mid drive, most of them do have the chainring rotating faster than the pedal cadence, but it's not variable. On the Bosch drive for example, the chainring is going 2.5 times the pedal cadence.

Ghost pedal would be cheaper, low cadence above 25 mph will not be much help for the bike.
Trikes with 20" wheels have the same gearing issues and most have expensive fixes. I have a trike and like you want to pedal at 25 mph so my options are to swap my 50T ring for a 53T with a 29" rear wheel and will need to up my cadence.
