Hub motor bolts too short

I purchased a front hub motor and the bolts seem to be to short. Is this how they are supposed to be? The bolt barely fits with a torque arm on it. I wouldn't really feel safe with it like this.

That does look too short. Not sure what they were thinking.

If returning is not an option, I would file flats on the unthreaded part of the axle and try to get the torque arm on the inside.

That axle is way too short. Looks like it would barely bolt up without any washers, so with 1000 watts on the front fork, I wouldn't take a chance. Can you provide a link to where you got it?
 
Dont use the 2 washers, just the flanged bolt.
Do what Amberwolf suggested, file the axle down where the fork meets the axle, and place your torque arm there.
Maybe add some blue loctite for an extra added security measure.
 
9c rear hub motors (1000w rear hub motor) is very inexpensive these days. Rear is better. Eventually you will be doing wheelies.
 
Yeah, but most of the ones i've looked at seem to be short like this.

Filing it would work on one side but the other side doesn't have enough length for filing. Maybe i can get away with only 1 torque arm?

Well, you didn’t look much, for almost all front hub motors out there are wide enough for your fork. The one you have was likely made for a Dahon or other small folders, for they are narrower fr and rr thus motors made for them have a shorter axle.
