I'd bet a dollar that Tesla was planning on increasing their activity in Nevada/Texas, and decreasing their activity in California as part of a long-term strategy. The current conflict is just an "opportunity", and may result in Nevada/Texas "sweetening the deal" for future activity. Possibly just fake outrage, likely to continue as needed as long as it continues to get the desired results...
Before the battery gigafactory had it's final location solidified, Tesla was pitting the various bidders against each other in a contest to see who would give them the best deal.
The Tesla gigafactory in Germany had it's location negotiated, and they did not start the negotiations by saying "Prum in Germany is the only possible best location, nothing else will do. So, what kind of a deal can we get?
