PEDAL ASSIST ISSUE WITH SINEWAVE CONTROLLER

My e-bike has been giving some issue lately. I lately had a car accident during which my e-bike was damaged; I purchased a new e-bike conversion kit and mountain bicycle. I also purchased a KT3 LCD and sine wave controller due to my injuries I am not pedaling and have been using the throttle. I have to mention I own two lithium ion battery a 36v (11ah) and a 48 (10.4 ah). I lately installed the pedal assist and I found out it does not work, the sensor is very close to the magnet. My old e-bike from the car accident was upgraded from Sw900 LCD and Chinese controller to KT LCD3 and 36-volt sine wave controller, it was working flawlessly. my old sinewave 36volt controller is damaged. I tested three pedal sensors and magnet on my new e-bike (2 pedal assist sensor with 8 magnets and 1 pedal assist sensor with 12 magnets), I tested the pedal assist wire while connected to the controller with the display on and also the wheel spinning I get about 4.39 volt. I tested the hall sensor with a multimeter starting with the black wire to the red and black with yellow, black with green, black with blue I get 5 volts while very slowly turning the throttle. I bought a second sine wave controller and KT LCD3 display. the pedal assist is still not working. The stock controller that came with the conversion kit was damaged when I opened it to check the mofset rating to know if it could use to run both my 36volt and 48volt battery. My first sine wave controller is rated at 25 amp max current and the second one is rated at 26 amp current. I went through the user manual of my KT3 LCD and readjusted the setting still nothing. My current setting on my KT3 LCD are as follow : P1 (46) ; P2 (0) ; P3 (1) ; P4 (0); P5 (0) ; C1 (1) ; C2 (0); C3 (2); C4 (0); C5 (10); C6 (3); C7 (0); C8 (1) ; C9 (0); C10 (n) ; C11 (0); C12 (2); C13 (0)

I am out option, at the moment I am thinking the problem could be with the motor not communicating properly with the controller since the conversion kit did not come with an LCD display. I will be looking for a new job soon and need to have the pedal assist working because I will be riding around town. I live in Tallahassee in Florida
