Possible GreenTime controller problem

I have recently bought a Controller and LCD display for my e-bike conversion. I have been informed that its a Greentime 15 mosfet 48V 1500W controiler. When turning the display on it automatically sets PAS level 1 and my wheel starts rotating, changing the PAS level maked the wheel go faster, but the throttle has no effect. could anyone assist?

Almost certainly either your throttle ground is broken, or you have something else (PAS, etc) connected to the throttle signal wire that is providing a constant voltage there, and the throttle is wired to some other conector (PAS, etc) so it can't control the motor.

If you have it connected properly per the kit / controller wiring diagram directions, then it's probably miswired inside, or the directions are for a different controller.
