Using a magnetic shunt in a motor?

In this paper starting around p.45 he adds iron in the stator slot over the windings to contain the field from the passing unused magnets getting into the coils producing eddies

How would that go in an outrunner u think? I’m thinking of just sticking some j and b weld in there to see. I imagine if the iron in j and b weld were too close to both of the adjacent teeth the flux would short across and the motor would fail, no? But with a small air gap between rotor and stator the field would go across to the rotor as wanted. I’ve modeled outrunners w I think .1mm slot gap between teeth heads and still the motor ran fine though.

More so I’m interested in the reduced cogging
