What is this called? Its on a shrader valve

What does this do? What is it called? Its on a swhalbe big apple baloom tire 16 inch I think

It does double duty as a valve cover and a valve removing tool when flipped around.

Ok. Yeah its hard to unscrew. Any tricks or tips? I guess I can try n gry something in between that little notch

Maybe 2 pair of pliers
One to hold the stem the other to turn the cap

If 2 pairs of pliers don't cut it, dribble a drop of chain lube or penetrating oil like WD40 into the cap threads. Be sure to thoroughly clean any oil spilled on your rim if using rim brakes.

OK I got it. Just some pliers. I didn't build this bike. Just started a new job. I am one of the mechanics at new city e bike/ride share program. Still figuring out all their bikes
