If the battery voltage is 52V thru the BMS, and 58V at the cells, and it won't power up the controller. my conclusion is you have a BMS wiring issue, or it's a bad BMS. I'm leaning toward the second. If you wired it wrong, shouldn't be any voltage unless the discharge MOSFET's were leaking.
Did you buy it from "JBD BAttery PCB" on aliexpress. Two of his 13S BMS that I bought didn't work. These had on/off switches. First one was leaking 38-40V when off, and it was enough to power about 50-100 ma. I didn't like that but he said it was normal. I bought the second one. No leakage when turned off, but it blew up when I tried to run an ebike on it.
