When I power and plug in my VESC, windows gives the bad USB connection sound and BLDC tool will not find its port. I can see the virtual COM port appear in the device management window however.
You need to right click on windows device manager, delete / remove and when asked to "delete files?" check the box. Download proper drivers from VESC website and install them before plugging in the VESC.
