ok, at this moment I'm using a 48v 10ah(30a bms) battery in parallel using a combiner with a 48v 20ah(30a bms) on a single motor ebike and it works perfectly. I have a second ebike with dual motors which has a 48v 23ah(50a bms) battery and utilizes two controllers@25amps each. Can I use the 48v 10ah(30a bms) battery with a 50a combiner to add capacity to the system with no issues even though that smaller battery has a lower rated 30a bms?

Yeah, you’re pretty well guaranteed to trip the 30A BMS using dual 25A controllers, and it’s messy using multiple batteries.

Personally, I’d sell all three of them and buy a single 30Ah battery with 50A BMS that will do the job for both bikes … assuming the 30Ah can fit in/to available space.
