Controller for a bafang 48v 500w rear hub motor

Hello everyone, I am new user and have a question for all of you.
I have a Bafang 48v 500w Rear hub motor kit and using PAS 1 the motor is already drawing 450w is this normal with this type of controllers or is there something wrong with this controller?
I own a Bafang mid drive 750w Motor but mid drives the controller can be programmed so I have it program so
PAS 1 gives me 10% of max power
PAS 2 gives me 20% of max power
PAS3 30% and so on until PAS 9 that gets me 100% of max power
I am totally new to Hub motors so have no Idea as to how this controllers behave, Please help me with this, thank you

Without knowing exactly what controller and display you are using it is impossible to help as they act in different ways.

Edit:
Ususally you can configure pas-behavior somewhat in the settings, but it might not be as straightforward as setting speed and current for each level.
