Kelly controller won't self identify

I have a Kelly controller KLS72501-8080NPS paired with a Motenergy ME30-31001. Everything is hooked up and ready to go but the controller won't self identify with my motor. I put 170 in the field for self identify and the motor jiggles a little bit but wont complete the function. It doesn't come back with errors, just does nothing. This is for a GEM car so the motor doesn't have a front bearing. It's made to be mounted to a transaxle. I've tried doing this mounted in the transaxle and out of the transaxle. I assume there can't be any load on the motor when it runs this process. Does anyone know what I could be missing here? I've worked on this for hours with no resolution.
 
Sadly I've got little to no experience with encoder Kelly's. You probably need to know how many encoder pulses the motor has among other things.
I recommend you contact support of motenergy, they seemed to know how to setup their motors with Kelly when I wanted to buy that golf cart compatible motor from them.
