Li Ion Battery Pack Mystery Part

I have just acquired a 2009 e-bike with a dead Li Ion battery pack. I am preparing to rebuild the pack with new cells. I am curious to know if the little green chips on the old pack are part of the BMS system? What are they for?
If not a BMS part, perhaps ID tags? They have the number HW-65130 marked on them.

They don't seem to have any components, so they must just be there to strengthen the tabs on the cells or make it easier to assemble.
 
They are just spacers to prevent a short circuit if the top of the pack is crushed or dropped.

Some other pack builders use cardboard or high density foam.
 
spacer boards. these usually means the factory also have the same version with a protection board. this is just to ease production and give something more "meat" to prevent breakage and make it clear to the little 6 year old soldering the pack to stop soldering and not connect the ends.
