And if I get capacity test results?
 
Will the test results be reliable? Who knows.No matter what it is a risk. It could pay off or it could be a waste of time and money. If you are a gambler, go for it. I take risks in life but not on batteries. I prefer to spend more with recourse if needed. You could end up spending more than the best would cost and have little or nothing. Or the big winner. Unless you know the source or there are references it is gambling. I gamble on cards and dice, not batteries. Good luck.
 
That 20,000mAh battery is $125USD used. A brand new 20,000mAh from Hobbyking is $145.
If it was 10/10 condition, 3 months old, and un-used but not from a vendor, $125 might be an OK price. But being used, and with unknown age and unknown actual condition, No. Even a year old pack has probably lost more than $20 in capacity.
